GHSH programs are structured modules for collaboration and standardization, designed for governments, public institutions, and international partners. Each program functions as a ready-made framework — from baseline assessment, through roadmap development, to pilot implementations. Together they form a coherent portfolio of digital health initiatives that can be implemented independently or as an integrated transformation system.
Select the area that aligns with your institution's priorities. Each program is available as a standalone module or as part of a broader digital health transformation portfolio.

Collaboration · Working Groups
Working groups and collaboration resources
GHSH working groups are multilateral expert platforms that turn knowledge into action. Each group operates under clearly defined Terms of Reference (ToR), ensuring structure, regularity, and transparency of participation for governments and partners from around the world.
Working group model
1
Terms of Reference (ToR)
Each group has an approved ToR document defining its mandate, objectives, scope, and expected outputs. The ToR is updated annually at the group's plenary session.
2
Meeting frequency
Groups meet quarterly via video conference (90 min) and once a year in person during global health events. Minutes and materials are available in a closed repository.
3
Participants
Groups invite representatives from ministries of health, regulatory agencies, multilateral organizations (WHO, OECD, World Bank), and accredited experts from the private and academic sectors.
4
Participation rules
Participation is free for government institutions and nonprofit organizations. A commitment to actively participate in at least 3 of the 4 meetings per year and to follow GHSH confidentiality policy is required.
Program tools and artifacts
Each GHSH program is supported by a set of ready-to-use resources that institutions can adapt to local needs without having to build from scratch.
Readiness assessment checklists
Structured self-assessment tools for the digital maturity of the health system, based on WHO-DHIS and HIMSS frameworks.
KPI models
A library of key performance indicators for each program, with sector benchmarks and monitoring dashboard templates.
RFP and ToR templates
Ready-made templates for requests for proposals and terms of reference for public procurement in digital health, aligned with EU directives.
Interoperability profiles
Technical specifications and implementation profiles for HL7 FHIR, IHE, and SNOMED CT standards, adapted to different national contexts.
Policy briefs
Concise analytical documents addressed to decision-makers, presenting recommendations, regulatory context, and good practices from different countries.
